The Cochise County Board of Supervisors Monday declared a state of emergency over a sewage leak in Naco. The spill began over a week ago from a broken pipe. It was contained at first, but a second pipe burst and around 300,000 gallons of sewage continue to flow onto private property in the U.S.

The declaration is an effort to draw attention from state and federal agencies to find a solution to the spill.

In a statement, the Cochise board said "the County does not have the authority or resources to resolve this international border situation – but no progress has been made."
