Tucson’s new low-income senior apartment complex is set to be built next to Holy Hope Cemetery, on West Prince Road and North Fairview Avenue.
The estimated cost of the Shasta Apartments’ development is nearly $27 million. Amenities will be provided by COPE Community Services, whose latest local affordable housing development opened in 2024 on North Stone Avenue.
“As housing costs rise, projects like this become even more vital,” said Rod Cook, CEO of COPE. “Partnerships with our local, state and federal stakeholders are essential in making developments like Shasta possible, and we are grateful for their ongoing collaboration.”
Cook said with Shasta, they are not only investing in a building, but the well-being of older adults.
The project will also contribute to the city’s goals of increasing affordable housing near transit centers, economic development areas, and behavioral and health services, COPE said in a statement.
The building is planned for an area that the city says is moving towards more affordable and accessible pedestrian-oriented neighborhoods.
The three-story apartment complex will have 100 studio units, five of which will be wheelchair accessible. It’s planned for a 2-acre site at 855 W. Prince Rd.
Besides the requirement that residents be at least 62 years old, their income must also be between 40% to 60% of the area’s median income, which is about $35,000 to $54,000 for a family of four.
Amenities will include a fitness room, a walking path, outdoor seating area and a community garden.
Shasta residents will also have access to Sequoia, a COPE clinic currently under construction, which will provide supportive resources like individual and group therapy, an Intensive Outpatient Program and additional healthcare services. The clinic is set to open in early 2026.
COPE Community Services said that construction for the apartment complex will begin next May, with an estimated completion in the summer of 2027.
