City officials broke ground on Amazon Flats on Miracle Mile on Friday, Apr. 17.
The $24.4 million housing project is part of an initiative to develop affordable housing for residents in the 85705 zip code. The federally funded Thrive in the 05 Housing and Urban Development Choice Neighborhoods Implementation Grant seeks to reduce crime and build workforce opportunities by building Choice Neighborhoods that are mixed-income.
Amazon Flats follows the transformation of Amazon Motel, a 30-unit permanent supportive housing project, which opened in September 2025. Supportive housing offers its residents access to services, according to the Housing First model.
“These are the types of investments that help not just as an individual family, but they address critical housing gaps, strengthen our workforce, support local jobs and build a more resilient economy,” said Tucson Mayor Regina Romero. “It brings to life the community's vision of revitalizing this area, while ensuring that for a long time, Tucsonans and neighbors in the Thrive in the 05 can continue to afford to live here.”
The 59 one-bedroom apartments at Amazon Flats will house residents earning up to 50% of the area median income. That’s around $33,000 yearly for a one-person household. The units will serve residents moving out of the Tucson House during its ongoing construction, and people coming out of homelessness or experiencing housing instability.
The site is located across the street from Pima County Northwest Service Center, a facility that can provide services such as health support and adult education to Amazon Flats residents.
“This project is being designed as permanent supportive housing, providing individuals experiencing chronic homelessness with stable, long term homes, along with access to essential services like health care and job support just across the street,” Romero said.
Romero said there are currently 1,200 affordable housing units across Tucson in the planning or construction phase, with nine projects in the pipeline.
In the last two weeks, the City broke ground on Lariat Village, which will bring 120 affordable housing and workforce units to the southside. The newly-opened Desert Dove Apartments are home to another 63 residents.
Amazon Flats is expected to be completed in the fall of 2027.
